Why is this important?

Avoidable ED visits were defined by the Medi-Cal Managed Care Division of the California Department of Health Care Services as emergency department visits that could have been more appropriately managed by and/or referred to a primary care physician in an office or clinic setting. This indicator reflects lack of access to high quality primary care and to a medical home.
